WHRO was founded out of two strongly held convictions: that there is no more important place to encourage growth than the classrooms of our youngest children, and that technology could be a powerful and effective tool in nurturing that growth.

Planting Seeds

The potential to encourage growth through supporting education wasn’t lost on our founders, and for more than five decades, it has remained the heart of our mission. Planting seeds of innovation and creativity, WHRO has itself grown into one of the most highly valued educational resources in Virginia.

2013 was a breakthrough year for eMediaVA.  eMediaVA is a digital learning system for grades K-12. It was designed to meet Virginia’s need for a statewide, standards of learning correlated, on-demand digital media distribution system incorporating the best purpose-built public and proprietary educational content available. In development for the past several years at the request of the WHRO owner schools, eMediaVA gained statewide attention when the Virginia Department of Education awarded WHRO a five-year renewable $2 million contract to expand the service statewide.  An additional $3 million gift from a local philanthropist means that eMediaVA will be available to all Virginia educators-public, private and home-schooled, and their students for at least the next five years, and hopefully beyond.  Nearly 135,000 teacher accounts have already been established with more added every month.

In terms of content, at the end of June 2013, eMediaVA contained over 21,000 Virginia’s Standards of Learning (SOL) correlated “learning objects” (i.e. video, audio, graphics, and other rich media) from prominent national and local sources including PBS, NPR, Colonial Williamsburg, NASA, the Smithsonian Museums, the National Archives, Virginia's public media stations, Norfolk Public Library, National Defense Education Program, and others.  Literally tens of thousands of additional assets are in the pipeline . By early 2014 eMediaVA had already grown to over 40,000 learning objects.

To help schools conserve bandwidth and save money eMediaVA introduced a low-cost local hosting option in 2013 and offered schools Single Sign-On integration to simplify account management.  In addition, eMediaVA users now create and share “playlists” with their peers and can upload student or teacher created content based on local school policies.

eMediaVA won two prominent awards in 2013:  the Governor’s Technology Innovation Award in Education and the National Educational Telecommunications Association Award for Best Online Educational Resource in public media.

In FY2013, WHRO staff developed 2 new courses (Oceanography and Physics) and completely re-wrote the Online Teaching Methodology course bringing the list of year-long, textbook independent high school courses to 22. All are delivered free of charge to HRETA school divisions, and can be licensed by other school divisions across the Commonwealth at very affordable rates.  In addition, with funding support from an American Recovery and Reinvestment Act Enhancing Education through Technology grant, we completed mobile device apps including:  iAstro, CheckMe, What’s On Your Plate, iOcean, RoboOlympics, World History I GeoMaster, and World History I Glossary.  We also added 200 Physics and Calculus e-learning assets to eMediaVA.

The Virginian-Pilot Spelling Bee, LIVE on WHRO, is an annual event featuring 6th to 8th grade school Spelling Bee winners from South Hampton Roads, Northeast North Carolina and the Eastern Shore in a head-to-head competition broadcast on WHRO.  This year, students representing 44 area schools as local Spelling Bee Champions competed. In February, Kenneth Ross of Kemps Landing Magnet School in Virginia, correctly spelled the word ‘zealot’ to win the Bee, sending him on to the National Spelling Bee in Washington, DC.

Nine Education Now interstitials featuring HRETA Superintendents talking about critical issues currently facing the educational community were produced this year and began airing in July, 2013 on WHRO 15.1 and WHRO WORLD 15.2.  Assessment and Accountability in Virginia Schools, a roundtable discussion hosted by Dr. Steven Staples, Executive Director of the Virginia Association of School Superintendents and featuring local and state experts discussing public school assessment and accountability issues was also produced and aired twice on WHRO WORLD 15.2.

The WHRO Education Web Site (education.whro.org) was completely redesigned to highlight all of the WHRO Education products and services, to improve the end-user experience and to better promote all of the HRETA member activities in a timely fashion.

WHRO Kids, featuring newer, award-winning early childhood programs such as Peg + Cat, Daniel Tiger’s Neighborhood, Thomas and Friends, The Cat in the Hat Knows A Lot About That!, The Jim Henson Company’s Dinosaur Train and Sid the Science Kid, Martha Speaks, The Electric Company, Super Why!, Word World and perennial favorites Sesame Street, Curious George, Arthur, and Clifford The Big Red Dog, to name a few, delivered over 160 hours of the best high-quality educational television programming each and every week on WHRO TV 15-3, Cox 108 and Charter 701.  Every household in the WHRO service area can access this proven educational programming at no cost , helping parents and caregivers prepare children to enter school ready to learn.

Community Engagement

The Growth of Engagement

Understanding the importance of community engagement, WHRO’s Center for Regional Citizenship offered ample opportunities in 2013 for Hampton Roads citizens to come together and make common cause around issues of concern to their communities.

In January 2013, WHRO partnered with Hampton University to present a free screening and discussion of the public television program, The Abolitionists. The Abolitionists brought to life the intertwined stories of five leading figures, Frederick Douglas, William Lloyd Garrison, Angelina Grimke, Harriet Beecher Stowe and John Brown who each helped turn a despised fringe movement against chattel slavery into a force that literally changed the nation.  WHRO’s Barbara Hamm Lee was joined by Hampton University faculty co-moderators, Dr. Eric W. Claville, Assistant Professor and Pre-Law Advisor in the Department of Political Science and History, Sharrieff De’Johnette, Assistant Professor in the Department of Political Science and History, and Dr. Cassandra Newby-Alexander, Assistant Professor of History at Norfolk State University.

In March, in partnership with Norfolk Public Schools, WHRO presented a free screening of the public television program 180 DAYS: A Year Inside an American High School, an intimate portrait of life for the first graduating class of Washington Metropolitan High School, a DC area public school where only seven percent of students are deemed proficient in math and only 19 percent in reading.  Tanishia Williams Minor, the charismatic and outspoken young Principal of DC Met (and a Maury High School graduate) attended the screening.

In April, WHRO presented a free screening of The Central Park Five at the Scripps Howard Auditorium on the campus of Hampton University, a historically black university. The screening was followed by a panel discussion moderated by Barbara Hamm Lee, host of Another View. She was joined by Hampton University panelists Earl Caldwell, a nationally renowned journalist who serves as the University’s Writer-in-residence; Eric Claville, Assistant Professor of Political Science and History; and Wayne Dawkins, Assistant Professor of Journalism at the Hampton University Scripps Howard School of Journalism and Communications.

Radio

You Can Hear the Sounds of Progress

To further secure the future of public radio, WHRV entered into an agreement with the City Council of the City of Virginia Beach, permitting a 250-watt FM transmitter to be placed into operation on the top of the Westin Town Center, the tallest building in Virginia Beach. The new transmitter, broadcasting at 101.7 FM will repeat the signal from WHRV, 89.5. A special directional antenna focuses the signal up and down the resort and eastern-most residential areas of Virginia Beach, which were the most difficult to reach from the main tower in Suffolk.

In return for accommodation in the City’s transmission facility, Virginia Beach will be able to broadcast critical citizen information on the 101.7 frequency in the event of a city-wide emergency. The station became operational in June of 2013.

During FY2013, public radio added innovative programming, created and produced by Sondra Woodward.Reel Sound began airing on [DATE] on our Connoisseur Classics station, every Tuesday at 6am, repeating at 6pm.  Reel Sound, presenting well-known soundtracks from favorite movies, as well as rare, lesser-known music from screen gems, has introduced many listeners to the fascinating world of film music.

In addition, Connoisseur Classics began carrying Collector's Corner, with the legendary musicologist Henry Vogel, on our Historic Recordings Friday.  The station also presented Wagner's Das Ring der Nibelungen in observance of the Wagner bicentennial, with a rare Ring cycle led by the critically acclaimed Japanese maestro Takashi Asahina.

Development

An Unfolding Showcase

WHRO has always viewed fundraising not simply as an end unto itself but as an opportunity to engage the community in mission-based activities and events that enrich and delight. FY2013 was no exception:

Responding to member requests, we introduced a new radio pledge format in 2013, reducing on-air drives from four weeks to three.  The new format proved highly successful, raising more than $1.3 million dollars during the fiscal year.

The 4th Annual Strolling Supper was held February 17, 2013 at the Norfolk Waterside Marriott. This event showcases Hampton Roads Magazine’s Platinum Plate Award winners. The evening included a food-themed silent auction, live entertainment and samples from some of Hampton Roads’ best restaurants as selected by Hampton Roads Magazine food editor Patrick Evans-Hylton and his panel of Platinum Plate critics. There was also a VIP event that included a cooking demonstration by the award-winning Team Chesapeake Bay chefs, who recently won first place at the World Food Championships in Las Vegas.

The 10th Annual Pioneer Awards in April honored Jack Ezell and Jo Ann and Buzzy Hofheimer. These Pioneer Awards recipients lead by excellent example and have been long-time supporters throughout the Hampton Roads community, and we are gratified to say also in public broadcasting.  The evening included cocktails, a silent auction, a seated dinner, an awards presentation and musical entertainment by the Jae Sinnett Trio.

The 5th Annual Community Impact Awards, held on May 16, 2013 at the Norfolk Waterside Marriott, recognized unsung heroes in the community – people and organizations that work at the grassroots level; people who are, generally, under-appreciated for the selfless work they willingly do to help others. A partnership between Dominion Virginia Power and WHRO, the event was well attended by civic leaders and leading public figures from across the community. FY2013’s winners included:

Independence Capital and Endowment Campaign

To further ensure its own long-term growth, WHRO began preparing for the elimination of funding from the Commonwealth in 2010 , with the acquisition of new radio frequencies leading to the expansion of its radio network. To help fund this challenge the Independence Capital and Endowment Campaign for WHRO Public Media was launched. This campaign is designed to fund the $3 million cost of WHRO’s radio signal expansion and provide $10 million in endowment funding- of which $5 million will be allocated for an educational endowment to ensure WHRO’s ability to maintain progress in early childhood development, course development, and sustain eMediaVA. In FY13, the Independence campaign secured approximately $2.5 million from over 200 more donors, steadily moving closer to the goal of $13 million.

As we have progressed with the campaign and met with leaders throughout the community, the response to our educational initiatives, in particular, has been overwhelming.

We have received interest from many donors to help us expand our offerings in eMediaVA. building on a gift of $3 million we received in 2012 to help build digital assets and make them available to every school in the state. As a result of the interest received, in 2013 we revised the breakdown of campaign funds to include funding of our digital asset fund for eMediaVA. $3 million will be allocated for the costs of the capital radio expansion and $5 million will be allocated for endowment. Of that, $3 million will be assigned for the eMediaVA build-out and $2 million will be apportioned for the digital asset fund.

To help meet its goals, the campaign has implemented a number of initiatives. WHRO is significantly intensifying planned giving efforts so that we may anticipate a gifts and bequests going into the endowment fund in the years following the formal completion of the campaign. Further, events are being held around WHRO’s coverage area including Lunch and Learn sessionsheld in both the Williamsburg and Norfolk offices. These small group sessions give members a chance to learn more about the eMediaVA online curriculum, as well as ask questions and delve deeper into WHRO Education. A corporate committee has also been established with the set objective of raising at least $1 million from various corporations in the signal area. Michael Divaris, President of the Divaris Real Estate Group is the Corporate Chair. Committee members include Joan Buckle, Morgan Real Estate Group; Anne Connor, TowneBank; Scott Duncan, Capital Group Companies; Susan Kaufman, Dollar Tree Stores; and Randy Webb, Signature Financial.

There are also a number of challenge matches currently in progress:

  • The Mary Morton Parsons Foundation in Richmond has put up a two-to-one challenge match to support the digital asset fund. If WHRO can raise an additional $300,000 from various individuals, foundations and corporations toward funding eMediaVA digital content, the foundation will in turn give the Campaign $150,000.
  • An anonymous donor has set a challenge match of $100,000 for the capital expansion in the Western Tidewater area. Any donation designated to expansion in that area will be matched dollar for dollar by this donor.
  • Wick Moorman, Norfolk Southern Chairman and CEO, and Retired Chairman and CEO of Norfolk Southern, David Goode, have put up a $500,000 challenge match to Norfolk Southern employees and retirees. Any individuals associated with Norfolk Southern can not only have their Independence donations matched by Norfolk Southern’s matching gift program but also by their CEO and his predecessor.

The Independence campaign has secured 55 percent of the funds needed to reach the goal of $13 Million. With several outstanding six and seven figure asks, WHRO hopes to reach this goal by the end of FY14.

Donor Profile

Dr. Jane McKinney

Dr. Jane McKinney calls WHRV “the soundtrack” of her day. She sets her radio alarm to wake her up to the sounds of 89.5FM, and the station continues to be an important part of her life throughout each day. Dr. McKinney enjoys the diversity of WHRV’s programming: an avid listener of NPR, BBC News, and The Diane Rehm Show, she also enjoys WHRV’s own Cathy Lewis, and the station’s music shows as well.

When asked what inspired her to become a donor, Jane explains her philosophy: "As a former educator, I appreciate the effort required to put out quality educational programming, and I wanted to make sure that programming reached as many people as possible."

Jane experienced a near-death event in 2006 and was in a coma for 3 weeks from a brain aneurysm. After a long recovery, Jane began to think more deeply about the experiences that were relevant in her life. She realized that WHRV provided her not only with a rich stream of music throughout the day, but also her beloved BBC, which she first encountered while living in London during the 1960s.

Dr. McKinney has since set up a charitable lead trust to ensure that WHRV will continue to help enrich the lives to residents of Hampton Roads and beyond.

She also encourages her four children Jane, Cate, David and Ned to adopt her philosophy in their own lives, and to find meaningful ways to support the things that enrich their own lives.

Dr. Jane McKinney is a doctor of American Studies, who retired as an Adjunct Professor of Anthropology at The College of William & Mary in Williamsburg. Her interest in cultural studies has taken her across the world, including Anguilla in the British West Indies, Paraguay, and Easter Island in Chile.

Stewardship

Our Audited Financials this year reflect the initiation of an important state-wide effort – eMediaVA – a repository of media-rich digital learning objects that support k12 instruction, correlated to the Virginia SOL. Through collaboration with the Virginia Department of Education, and our own Capital Campaign, Independence, WHRO is able to offer this product at no cost to every school division in the Commonwealth of Virginia.

We also concluded our efforts to expand our radio listening area in Southeastern Virginia with the installation of a translator to reach the Oceanfront portion of Virginia Beach. This was made possible by the City of Virginia Beach, through hosting our translator on top of the Westin Town Center.

We continued our Capital Campaign in FY13, with the focus on three efforts: Our continuing investment in digital leaning, retiring our debt from our investment in expanded radio coverage throughout eastern Virginia and increasing our endowment to prepare for the future. Our efforts resulted in a revenue of nearly a million dollars in FY13.

Again this year, if one were to look at our annual operating budget, which does not include the capital campaign efforts, we ended the year with a small, but positive net operating revenue, before depreciation expenses (a non-cash expense). This reflects the continuing commitment from our individual members, whose support is the most important part of our continued financial health. Thank you for your continuing support.
