WHRO was founded out of two strongly held convictions — there is no more important place to encourage growth than the classrooms of our youngest children, and that technology is a powerful and effective tool for nurturing growth.

WHRO was founded in 1961 as Home Room One by Norfolk and Hampton community leaders with the vision to employ the new technology of television to increase the accessibility to education.  Our founders realized that media would play a significant role in providing teachers and students with educational content in the classroom.  They planted the seeds that took root and have made the extended reach of WHRO's programs and services integral to our community.

Over the past year, WHRO has continued to expand on that mission, utilizing technology to better inform, entertain and educate our listeners, viewers, educators, and families. Today, we serve 19 school divisions across eastern Virginia with pre-K to grade 12 educational programs and services, and we've introduced new initiatives that provide broader and more diverse content to assist parents, teachers and students.

The increasing reach technology affords us has made the boundaries of learning virtually limitless. The classroom is now virtual and blends seamlessly into the home, office and anywhere learning takes place. As we continue our efforts to meet critical challenges faced in our community such as on-time graduation, the needs of our Veteran's and their families, and those in our community who are unemployed and under-employed, our goal is clear: to be a critical partner in shaping the future for the generations to come. Just a few examples of the work we've engaged in over the past twelve months serve to highlight the breadth of issues the staff at WHRO have turned their energies towards.

In partnership with the Chrysler Museum of Norfolk, WHRO produced a stunning hour-long television documentary Glass on Fire on the history of glass and glass blowing as an art. The program helped bring awareness to the nationally recognized collection of glass that resides right here in Hampton Roads.

Climate change and rising sea levels continue to be pressing concerns for our coastal community. In direct response to recommendations from our community advisory board and our audience, WHRO produced two television packages on sea level rise for PBS NewsHour in 2013. For radio listeners, HearSay with Cathy Lewis (WHRV FM) also produced a four-part series on the issue featuring local and national experts as well as Norfolk public officials. WHRV also aired the public radio documentary Risings Seas as well as the ODU State of the Region report focusing on the negative impact sea level rise will have on our region in the coming years.

Beginning in 2007, WHRO embarked on a mission to enhance our listeners' experience and provide full radio broadcast coverage in the communities served by our 19 owner school divisions.  Historically, listeners in areas such as the Middle Peninsula, Southwestern Hampton Roads and the Eastern Shore have experienced less than ideal reception from both WHRO-FM's classical music and WHRV-FM's news and information stations.  With support from the community, WHRO undertook a $3 million Radio Signal Expansion Project which was completed in 2013. Nearly 500,000 new listeners are now enjoying WHRO and WHRV for the first time.

More than 430,000 viewers and listeners tune into one or more of WHRO's 4 television and 6 radio services on a weekly basis. The public's trust and support is paramount to us.  As we enter our 52nd year, WHRO will continue its efforts to engage and serve the people of Hampton Roads, eastern Virginia, and the Commonwealth with critical services to our schools, outstanding programs and insightful stories focused on the issues and events that concern our community.

EDUCATION

Branching Out...

HRETA Adds New Owner Member

Since its founding in 1961, WHRO has been governed by a group of owner member school divisions known as the Hampton Roads Educational Telecommunications Association (HRETA). Membership has grown over the years to include 18 local school divisions, and this year, we extended our warmest welcome to our nineteenth owner member: Middlesex County Public Schools. Middlesex participated in services and activities offered by WHRO's Consortium for Interactive Instruction for many years, and on July 1st, 2013, they became an official owner member. The leadership and guidance of our owners are what brought us to where we are today, and continues to keep us at the forefront of education.

2013 was another banner year for eMediaVA, WHRO's K-12 digital media distribution system. eMediaVA gained statewide attention last year when the Virginia Department of Education awarded WHRO and HRETA a five-year renewable $2 million contract. A local philanthropist provided an additional $3 million gift, making the service freely available to all Virginia students and educators (public, private and homeschool) for at least the next five years. As of June 30, 2014, over 138,000 teacher accounts have been created, a 38% increase over last year.

In terms of content, as of June 30, 2014, eMediaVA contained over 49,000 Virginia's Standards of Learning (SOL) correlated learning objects including video clips, interactive games, animations, audio recordings, images, and primary documents from prominent national and local sources such as PBS, NPR, Colonial Williamsburg, NASA, the Smithsonian Museums, the National Archives, the Valentine Richmond History Center, the Science Museum of Virginia, Virginia's public media stations, Norfolk Public Library, SAS Curriculum Pathways, and the National Defense Education Program. This is a 133% increase from the previous year. What's more, tens of thousands of additional assets are already in the pipeline and will be available in the coming year with the goal of exceeding 100,000 learning objects.

To ensure that educators across the Commonwealth have the skills to incorporate eMediaVA into their daily lessons, WHRO has been conducting training sessions throughout the state. Sessions were conducted in 30 cities in FY2014, including Charlottesville, Fairfax, Hanover, Isle of Wight, Middlesex, Norfolk, Richmond, Roanoke, Southampton, Surry, Suffolk, Virginia Beach and Williamsburg.

Online Courses

In 2013-2014, WHRO staff developed three new online High School core curriculum courses (Astronomy, World Geography, and World History and Geography to 1500 A.D.), revised two additional courses (Algebra II/Trigonometry and English 10), and delivered them free of charge to all Hampton Roads Educational Telecommunications Association school divisions.

Programming

Fourteen Education Now interstitials featuring HRETA Superintendents discussing local successes were produced this year and the first six began airing in May 2014 on WHRO 15.1 and WHRO WORLD 15.2.

WHRO Kids, featuring award-winning early childhood programs such as Peg + Cat, Daniel Tiger's Neighborhood, Thomas and Friends, The Cat in the Hat Knows A Lot About That!, The Jim Henson Company's Dinosaur Train and Sid the Science Kid, Martha Speaks, The Electric Company, Super Why!, Word World, and perennial favorites Sesame Street, Curious George, Arthur, and Clifford The Big Red Dog, delivered over 160 hours of the best high-quality educational television programming each and every week on WHRO TV 15.3, Cox 108 and Charter 701.  It's important to note that every single household in the WHRO service area can access this proven educational programming free of charge, helping parents prepare their children to enter school ready to learn.

Children's Festival

On October 5th, 2013, WHRO brought Mr. Steve Songs, a writer and performer of children's music and co-host of PBS KIDS Preschool Destination, to perform at the 25th Annual Virginia Children's Festival. Using clever stories, great melodies and participatory lyrics, Mr. Steve created an educational, yet entertaining, experience for local children. The WHRO booth was open next to the main stage for families to play interactive games throughout the day and meet Mr. Steve. PBS Kids costume characters also stopped by for a visit, including Super Why, Wonder Red and Sid the Science Kid.

Spelling Bee

The Virginian-Pilot Spelling Bee is an annual event featuring 6th through 8th grade school spelling bee winners from South Hampton Roads, Northeast North Carolina and the Eastern Shore in a head-to-head competition that is broadcast live on WHRO.  This year, students representing 45 area schools as local Spelling Bee Champions competed. Ted Hamacher of Hickory Middle School in Chesapeake correctly spelled the word "vocoder" to win the Bee, sending him on to the Scripps National Spelling Bee in Washington, D.C.

Young Storytellers Contest

On May 9th, 2013, WHRO welcomed twelve of the area's most creative young minds into our studio for the 2014 WHRO Young Storytellers Awards Show, an event that congratulates local children for writing and illustrating their own original stories. This year marked the 20th year WHRO has held a writing and illustration contest for students in kindergarten through the fifth grade. The contest's name has changed over the years, from the Reading Rainbow to the PBS Kids Writers Contest, but it's purpose has always been the same — to cultivate a love for reading and writing.

This certainly held true for one of our former winners who is now a published author. In 2009, Erin Campbell won our contest as a fifth grader with her story, "Into the Cavern." It's an adventurous tale about her family's visit to a national park. Now in her sophomore year of high school, Erin has written nearly 50 novels, short stories, poems and plays, and Gemini, her first published novel, has already sold over 100 copies. Erin credits our contest for encouraging and inspiring her to continue writing.

WHRO and Landmark Communications collaborated to produce and televise the 6th annual Virginian-Pilot Spelling Bee. Hosted by veteran staff announcer Raymond Jones, 44 of Hampton Road's finest young spellers competed in the live broadcast on our television channel TV15.

In partnership with the Chrysler Museum of Norfolk, WHRO produced a stunning hour long television documentary on the history of glass and glass blowing as an art. The program helped bring awareness to the nationally recognized collection of glass that resides right here in Hampton Roads.

In October 2013 WHRO hosted a free concert in the station parking lot as a community appreciation event. Well-known local artists performed despite the rain. The event had children's activities as well as local food trucks and was a huge success. WHRO is planning another free community concert in June 2014.

For the second year WHRO was the media sponsor for the local LGBT family friendly festival Out in the Park. WHRO provided promotion, an hour-long radio program centered on local LGBT issues, as well as a tent with children's activities on site and joined organizations such as PFLAG, Decorum and many local arts institutes in supporting our LGBT community.

In November, WHRO partnered with Norfolk State University to hold a professional development workshop for educators in support of the PBS series Many Rivers to Cross. Local scholars took 110 educators on a journey through African American history in Hampton Roads. WHRO produced 2 television interstitials on local African American history that aired in conjunction with the Many Rivers to Cross series and were uploaded to eMediaVA, our online teacher portal for use in the classrooms.

This year WHRO created a food blog with input from the community and local Chefs called Let's Eat! The blog, e-newsletter and companion website have been a great success and have facilitated conversations regarding healthy eating, locally grown food, and even the art of brewing beer.

In support of the American Graduate initiative, focused on improving the on-time graduation rate at area schools, WHRO conducted a faith-based leadership luncheon to encourage volunteerism in our school systems. Over 60 leaders attended. WHRO in partnership with Norfolk Public Schools held a free screening of 180 Days: A Year Inside an American High School, which included a moderated discussion. WHRO conducted community conversation moderator training sessions and was a partner in the P.B. Young, Sr. Elementary School summer enrichment program. WHRV also produced 8 local call-in radio programs centered on education issues of concern in Hampton Roads. WHRO held a community town hall meeting at the station in February 2014 and continues to support the initiative with community-based conversations in 2014.

WHRV also began a partnership with the Daily Press Media Group to create The Hampton Roads Business Minute. Delivering the latest insights and reporting on local businesses and market segments that impact Hampton Roads. This feature is heard weekdays at 4:32 PM on our news and public affairs radio station.

COMMUNITY ENGAGEMENT

Engaging the community around issues relevant to Hampton Roads is a fundamental mission for WHRO. This past year, WHRO hosted numerous opportunities for residents to connect to matters that impact us all: on-time graduation, African American history, and the needs of Veterans.

With a composite graduation rate of 86.4%, and some schools graduating only 78.9% of high school students, Hampton Road's youth need both support and solutions as we strive to reach the national goal of 90%. Last year, with a grant from the Corporation for Public Broadcasting, WHRO was proud to participate in a national initiative, AMERICAN GRADUATE: LET'S MAKE IT HAPPEN! WHRO convened a number of town-hall style interactive gatherings attended by over 200 stakeholders including educators, youth, parents, business leaders, nonprofits, faith-based and government groups. These meetings provided arena forum for conversations around the barriers to graduation, a platform to identify solutions, and facilitator training sessions to stimulate dialogue. This powerful initiative culminated in a Community Town Hall moderated conversation that incorporated live streaming and social media interaction through Facebook and Twitter. Since then, community activists from across the community have been meeting to develop actionable plans to address the various issues that contribute to the dropout dilemma. WHRO is committed to continuing this important work in concert with a host of community partners towards the goal of achieving a 90% on-time graduation rate in every one of our schools.

As the original landing site of the first Africans in the English Colonies in 1619, Hampton Roads offers a unique platform to discuss topics of interest to the African American community. In conjunction with the WNET national series, THE AFRICAN AMERICANS: MANY RIVERS TO CROSS, WHRO brought together local participants and community partners, such as Fort Monroe, the Colonial Williamsburg Foundation and Hampton History Museum, for a workshop designed to draw attention to our significant local African American history. This vibrant evening included round table discussions, historical presentations, and access to experts on relevant community issues.

Hampton Roads is home to more than 178,000 veterans. The transition to civilian life for many is full of obstacles and challenges, from holding a job to adjusting to life with serious injuries, both physical and emotional. On May 6th, WHRO held a screening of COMING BACK WITH WES MOORE, an account of a US Army veteran's search for answers and integration back into society. This was followed-up with a moderated discussion on how to best serve returning veterans and their families. These efforts launched a major WHRO initiative, VETERANS COMING HOME to give voice to Veteran's stories, connect them and their families to critical resources, and increase community awareness. To ensure local veterans have the special support they need, WHRO is collaborating with local organizations to coordinate and publicize programs that help veterans access information and services such as legal assistance, healthcare, employment and skills development. WHRO is also documenting the real world stories of local veterans and their struggles to re-integrate into the community. These poignant personal journeys are being broadcasted and are also available on our WHRO's, VETERANS COMING HOME webpage at veterans.whro.org/stories.

WHRO WEBSITE

In the spring of 2014, WHRO launched a redesigned and improved WHRO.org website. While enhancing core services such as up-to-date radio and TV schedules, live streaming and programming highlights, we took this opportunity to bring the latest NPR and PBS multimedia content along with our own local stories to our online audience, including national and world public affairs and breaking news to the latest coverage in politics, education, science and technology. The web site also offers engaging, educational and often heart-warming, rich-media content covering music, pop culture, lifestyle and arts & entertainment.

WHRO also launched a weekly eNewsletter, so that viewers and listeners can stay informed about new and upcoming programs and learn about WHRO initiatives and special events. And for those who never want to miss their favorite programs on WHRO 15, there is a "remind me" feature on our TV schedule, which will notify you via email when your favorite programs are airing.

LET'S EAT

Let's Eat is WHRO's very first community blog launched in September of 2013. Our primary goal was to create an online platform where certified 'foodies', area chefs, and everyone with an enthusiasm for cooking and eating could encourage and inspire cooking with fresh and local ingredients.

We were fortunate to have the culinary expertise of Patrick Evans-Hylton to launch the blog. We continue to expand our collaboration with chefs and critics, such as Lorraine Eaton of the Virginian Pilot, and Dawn Eskins owner of Carolina Cupcakes ( and contestant from Food Network's Cupcake Wars). Other culinary guest bloggers include area vegan chef Betsy Di Julio, Nisa Burns of Kitchenability, beer connoisseur Linda Williams, and Virginia wine blogger Frank Morgan, just to name a few.

The blog also provides cooking tips, restaurant reviews, local foodie events, videos highlighting seasonal delights, an informative newsletter featuring related TV and radio programming including A Chef's Life and The Splendid Table.

WHRO TECHNOLOGY

You Can Now Hear WHRO and WHRV Loud and Clear in More Places

Beginning in 2007, WHRO embarked on a multi-year, $3 million mission to enhance our listeners' experience and provide full radio broadcast coverage in the communities served by our 19 owner school divisions.  Historically, areas such as the Middle Peninsula, southwestern Hampton Roads and the Eastern Shore have not enjoyed clear reception on either WHRO-FM's classical music or WHRV-FM's news and information stations.

In that same year, the Federal Communications Commission (FCC) opened a non-commercial FM application window.  This was the first time broadcasters could apply for FM licenses since the 1990's. After 2 years of negotiations, WHRO received three FM construction permits from the FCC. These three stations became known as WHRG 88.5 Gloucester Point, WHRJ 89.9 on Virginia's Middle Peninsula and WHRF 98.3 in Belle Haven.  During the next 2 years, WHRO received an additional grant from the FCC for WHRE 91.1 in Eastville, Virginia as well as, purchasing the licenses for WHRL 88.1 in Emporia, WHRX 90.1 in Nassawadox, and translators in Virginia Beach.

The final radio signal expansion project was completed in September of 2013 when 101.7 FM was relocated from Providence Road in Virginia Beach to the top of the Westin Building at Town Center. The 101.7 FM re-location to the Westin Center provides an alternate channel for Virginia Beach listeners to receive WHRV FM programming without interference and atmospheric anomalies that occur periodically throughout the year.

Although the project is now complete, we continue to strive for the best listener experience possible and welcome the nearly 500,000 new listeners who now enjoy WHRO and WHRV.

FINANCIAL STATEMENTS

FY14 Financial Information

In each of the past two fiscal years, our Audited Financials have reflected new initiatives reflecting the expansion of WHRO's educational efforts beyond our region. In FY 2012 WHRO began making its catalog of 22 High School, core –curriculum, online courses available to school divisions statewide. We also launched eMediaVA statewide in FY13, expanding our reach to now over 140,000 Virginia Teachers and students. With the recent launch of SkillsOnline, WHRO is entering the area of workforce readiness and skills development offering a catalog of more than 3,500 online courses leading to industry certification and career advancement. In partnership with our area community colleges, SkillsOnline is another example of the ways in which WHRO seeks to serve the needs of our community and expand beyond our traditional K-12 educational services. These investments also help WHRO diversify our product and broadcast offerings, promote education and training, and provide for our long-term financial well-being.

Our multi-year Capital Campaign continued in FY14, with the focus on three efforts — our continuing investment in digital leaning, retiring the debt financing of our expanded radio coverage throughout eastern Virginia, and increasing our endowment to prepare for the future. Our efforts resulted in revenue in excess of $1.5 million dollars in FY14.

Looking at our Statement of Activities before depreciation expenses (a non-cash expense), WHRO ended the year with a positive net operating revenue. We could not have accomplished this without the continued commitment of our individual members, whose support is the most important part of our on-going financial health. VOLUNTEER AND DONOR PROFILE

WHRO Volunteers Make a Difference –
Have You Met Ed?

Meet Ed Joyce, a WHRO volunteer who has donated hundreds of hours of his time over the past year, and made a significant financial commitment as a leadership level station supporter.

It is the classical music played on WHRO 90.3 that Ed says is one of the main reasons he chose to settle in Norfolk after retiring from a 30-year career in the Navy as a MCPO. His German grandmother introduced him to the music of the masters at a very young age when he and his family lived with her in Germany. Very few places have a classical music radio station anymore, he said. Having lived all over the world, in San Diego, Hawaii, Washington state, Japan and Germany, among other places, he would know.

Because he likes the music so much, he wanted to help keep it on the air with his gifts of support and his help answering the calls of other donors during the station's pledge drives. After retiring from the Navy in May, and after taking one week off for vacation, he came to WHRO to see what other ways he could help.

The Voice, WHRO's daily newspaper reading service that is broadcast for the visually impaired, was his next step as a volunteer at the station. He said he reported for training, expecting to be here 15 minutes on his first day, and his first day of training became a 2-hour shift of reading, which he now does every two weeks.

That's just the beginning. He now reports to the station just about every day, helping send out letters of thanks to donors, when he enjoys chatting with other volunteers as they stuff envelopes. He is also organizing the classical music library by composer and tempo so that WHRO's classical staff can more easily curate the selections they will play throughout the day. His data entry into the music library also makes it possible for the latest technology you may be using to tell you exactly what music you are listening to.

This volunteer even works weekends. You may have met him at one of the many community events WHRO participates in, like the Fork to Farm event at the Agricultural Center, the Children's Festival at Town Point Park, The Stockley Gardens Art Fair, and The Scene Block Party at O'Connor Brewery. He loves bragging about the great things WHRO does that many people don't know about, like our work for education.

"Not many people know that WHRO is owned by area schools, or that WHRO offers courses that teachers in the state can have to take to maintain their certifications," Ed said. "It's impressive to tell people that WHRO provides nearly 100,000 learning objects online that teachers everywhere in Virginia can use. I want people to know how engaged WHRO is with the community and that it's a not-for-profit," he explained.

As we were wrapping up our conversation in preparation for writing this story, Ed said, "If you ever need anything, just give me a shout." Then he added, "Please also thank all the other wonderful volunteers who helped train me, and for all they have done for many years to keep our station strong."
