WHRO was founded out of two strongly held convictions — there is no more important place to encourage growth than the classrooms of our children, and that technology is a powerful and effective tool for nurturing growth.

It started with an extraordinary vision in 1961…to use the new technology of television in the classrooms of Hampton and Norfolk public schools. Because of that vision, we are now owned by the region’s 19 school divisions and continue a commitment to education that is at the core of WHRO’s foundation. In 2015, WHRO Public Media continued, as it has for the past 53 years, to utilize technology to educate, engage, entertain, and enlighten.

Commitment to Digital Learning

During this fiscal year, WHRO provided online classroom tools for the entire state through Virtual Virginia, eMediaVA, and Virginia’s Center for Virtual Learning. eMediaVA alone contains over 115,000 learning objects available to every public, private and homeschool student in Virginia and supports 150,000 educators across the Commonwealth.

Early Childhood Education

Knowing the importance of establishing the foundation for educational success with the youngest in our community, we remain dedicated to helping jump-start early learning. Our Raising Readers Van made hundreds of community visits supporting kids and their parents with learning resources. We also challenge and celebrate local students’ talents with the Great Computer Challenge, which is in its 30th year, and The Virginian-Pilot Spelling Bee, now in its 8th year.

Cradle to Career

Building on our expertise in public education, we’ve expanded our services and resources to help adults learn too. Governor Terry McAuliffe and the Secretary of Commerce and Trade, Maurice Jones, joined WHRO in December of 2014 to underscore the urgency of equipping Virginia’s workforce with much needed competency-based skills. Our response was to announce new educational initiatives: SkillsOnline and American Graduate’s Workplace Readiness.

WHRO’s SkillsOnline offers over 4,000 courses in 18 industries that support job seekers preparing for a new position or training for career advancement. American Graduate raises awareness of the challenges youth face on the path to graduation and rallies support for programs, such as mentorship, to make sure all youth are college and/or career ready. In support of this, coming in 2016, are the first five of 24 Workplace Readiness modules that are designed to teach fundamental work skills valued by employers. These free online teaching tools will be widely available to individuals, employers, community colleges and work investment boards to ensure potential employees have the basic skills to be successful in any workplace.

Honoring Veterans

Hampton Roads is honored to be home to thousands of active duty service members and more than 217,000 veterans who have transitioned from service to civilian life. Unfortunately, this transition is not always easy as veterans often struggle with personal challenges, both physical and emotional, and in adapting their skills to civilian jobs. Through WHRO’s Veterans Coming Home initiative, we provide information and connections to resources to help ensure a successful move. Our award-winning Veterans Coming Home video series shares their stories of struggles and triumph so others may have hope and see opportunities to succeed. In addition we produced The Virginia International Tattoo: A Scottish Tradition with American Spirit, in partnership with the Virginia Arts Festival, and Navy Seals: Their Untold Story.

Recognitions and Awards

WHRO’s local programs have also been recognized by the Virginia Association of Broadcasters with seven awards for our work in both radio and television. These recognitions included Best Station Promotion, Best Documentary or Public Affairs Program, Outstanding News Series, Best Documentary, Best Human Interest Series, Outstanding Newscast, and Best Morning Show. We also received a second national Telly Award for The Scene, our original, new programming that connects the arts and community in Hampton Roads. These awards underscore how much importance we place on offering our audiences content that matters in their daily lives.

The Programs You Love

With all the entertainment options available, it is with great station pride to announce that PBS is now the fifth most watched TV choice, after the four major networks! Almost every hour of primetime viewing has increased from the previous year due to programs such as Ken Burns’ The Roosevelts: An Intimate History, PBS NewsHour, Antiques Roadshow, Doc Martin, Poldark, A Chef’s Life and, of course, Downton Abbey. And great performances such as Sweeney Todd, Porgy and Bess, American Ballet Theater, and Bruce Springsteen are found only on PBS stations.

WHRO and WHRV radio engage and entertain through quality and timely programming. Many NPR shows such as Morning Edition, All Things Considered, Fresh Air, This American Life, The Moth Radio Hour, The Thomas Jefferson Hour and Wait, Wait…Don’t Tell Me! are a standard fare for our audience’s daily and weekend schedules. Our very own HearSay with Cathy Lewis and Another View with Barbara Hamm Lee continue to provide insight into issues of local concern. And for twenty-five years we have offered 24/7 classical music in response to what our audiences told us they wanted to hear.

Our four WHRO television stations and six radio services, as well as a growing digital and social media presence, reach a potential audience of over 2.2 million. As we enter our 54th year, it is our privilege to continue to work to educate, enhance, entertain and enlighten all in support of the listeners, educational institutions and communities we serve.

EDUCATION

WHRO’s Education division is responsible for:

a) services to its 19 owner/member school divisions cross Southeastern Virginia, b) early childhood services focused on improving literacy, numeracy and socialization skills for pre-K, c) services for educators including professional development and classroom instructional resources, and d) the operation of Virginia’s Center for Virtual Learning, which develops online instructional materials and educational content, and operates on behalf of the Virginia Department of Education; the Commonwealth’s virtual program, Virtual Virginia, offering Advanced Placement, World Language and other high school courses; and eMediaVA℠, the state’s digital distribution and learning repository for grades K–12.

In FY 2015 eMediaVA, the Virginia Department of Education-supported digital content delivery system, expanded its content repository to more than 113,000 audio, video and interactive learning objects correlated to Virginia standards of learning. With more content added every month, eMediaVA serves over 150,000 educators statewide. WHRO conducted more than 50 training sessions statewide in FY15 reaching nearly 900 educators. eMediaVA is made available at no cost to all Virginia educators and students—public, private and home schooled.

Virginia’s Center for Virtual Learning developed two new online, rich-media infused courses that it distributed free of charge to its owner schools: Math Analysis and Chemistry. It also updated and significantly revised several courses, notably its high school course in Earth Science.

WHRO’s professional development staff held several Special Topic Forums throughout the year to address emerging subjects in educational technology. Several hundred educators attended each of the leading-edge forums this year including sessions focused on: GIS Educators Training; Wi-Fi Network Design for a Mobile Learning Environment; Reaching All Learners — Apple Tools for Special Needs; Social Media Use for Teachers; Digital Citizenship; Gamification — Game Theory; Makerspace; App Creation; Coding for Kids; ITRT-CRS Strategies; and a Legislative Update.

Early Childhood Education

Over the course of FY 2015, WHRO’s Children’s Services reached more than 3,300 parents, 2,250 providers/teachers, and 10,950 children/students who participated in literacy, numeracy and learning development programs. WHRO’s PBS KIDS Raising Readers Literacy Van made more than 100 visits in the area, and distributed more than 4,000 First Books to children most in need.

More than 230 students participated in eight Martha Speaks “Reading Buddies” sessions at Booker T. Washington Elementary, Suffolk; Carver Elementary, Newport News; and Lindenwood Elementary, Norfolk. Martha Speaks Reading Buddies reaches over 1,000 Title 1 elementary school students in the region. This cross-age reading program helps kindergarten, first grade and upper-level elementary students increase their vocabulary, develop their self-esteem and social skills, and enhance their love of books and reading.

Big Buddies (4-5th graders) and Little Buddies (K-1st graders) meet for eight 45-minute sessions where they watch a Martha Speaks show on DVD together; read the selected book together; talk and play games together; and write in the Reading Buddies Journal together.

In addition, three Super WHY! Reading Camps for rising kindergartners were held over the summer of 2014. WHRO staff conducted two at Fort Story Little Creek Child Development Center in Virginia Beach and another at Children’s Harbor in Portsmouth. Super WHY! Reading Camps are five-day interactive learning adventures where we show 4- and 5-year-olds the power of reading and motivate them to play with letters, sounds and words through a comprehensive curriculum developed by noted literacy experts. Fifteen camps have been conducted by WHRO since the initiative began, reaching over 400 children.

WHRO brought Maria and Elmo from Sesame Street to headline the Virginia Children’s Festival on October 4, 2014. They performed two shows for thousands of families, resulting in record-breaking attendance. Two PBS costumed characters—Super WHY! and Daniel Tiger—were also in attendance. Children played PBS KIDS Lab games in a laptop lab and on an interactive whiteboard.

WHRO’s content arm produces and airs national and locally produced radio, television and online content throughout the year. There are 4 television stations: WHRO HD, WHRO Kids, WHRO World and WHRO Create; a classical radio station, WHRO-FM; NPR News, Jazz, Blues and Americana station, WHRV-FM; The 1920’s Network; and The WHRO Voice. In addition, WHRO airs and podcasts several key public affairs programs including Barbara Hamm Lee’s Another View and Cathy Lewis’ HearSay, streams Alt Radio and other music services, and operates its radio broadcast services from the outskirts of Richmond across the middle peninsula to Virginia’s Eastern Shore.

In FY15, WHRO, in partnership with the Virginia Arts Festival, produced a patriotic hour-long program, The Virginia International Tattoo: A Scottish Tradition with American Spirit. A signature event for the United States of America Vietnam War Commemoration, the 2014 Tattoo honored our Vietnam veterans and their families. More than 30,000 people attended the live show and the production was carried statewide and offered free of charge to public media stations across the country.

WHRV’s local radio program HearSay with Cathy Lewis continues to address concerns of those living in Eastern Virginia. Topics this past year focused on local politics, civility, and sea-level rise as well as lighter stories on local food and the locavore movement, and ever-popular garden and pet shows.

HearSay is broadcast live Monday through Thursday at noon. On Fridays WHRV broadcasts Another View with host Barbara Hamm Lee. This program discusses today’s topics from an African American perspective and tackles subjects of deep concern for the community such as race, diversity and health as well as a popular monthly roundtable discussion.

WHRO-FM, and its sister stations WHRJ and WHRF, continued to fulfill their mission of offering the best in classical music to Hampton Roads and online listeners around the world. As part of its mission, WHRO worked closely with the arts community throughout the area to promote their events and interview performing artists.

WHRO’s experienced on-air staff continued to host entertaining and enlightening programming, including specials celebrating conductors Sir Neville Marriner and Carlos Kleiber, while WHRO’s on-air personalities hosted and participated in community functions in conjunction with local broadcasts that included concerts by the Virginia Symphony, the Virginia Arts Festival and the Virginia Chorale, as well as previews and productions by the Virginia Opera.

ONLINE MEDIA

The Scene

WHRO’s online media group develops and manages a family of websites and applications on behalf of the organization’s various business units, as well as producing original content. In FY15, the online media group launched two award-winning new web series, The Scene, a weekly profile of emerging artists across Hampton Roads, and the WHRO Veterans’ Coming Home initiative which profiled stories of service members and women and the issues they faced as returning veterans.

Online Media also curates content for a web-based blog on food called Let’s Eat, which also appears as a monthly article in WHRO’s popular viewer guide, Dimensions.

WHRO social media efforts were also very active in FY15, with daily posts on Facebook, Twitter, Pinterest and Instagram and through weekly e-blasts and program-specific emails on various content initiatives.

Online Media led the development of new websites and portals to extend WHRO content to mobile platforms in order to reach an increasingly global content market.

COMMUNITY ENGAGEMENT

Working closely with WHRO’s content, production and online media arms, Community Engagement continued its work in FY15 on the Corporation for Public Broadcasting initiative, American Graduate: Let’s Make it Happen, through a panel of community-based volunteers who are charting best practices to improve on-time graduation rates across Hampton Roads.

Community Engagement also assumed leadership of WHRO’s Veterans’ Initiative connecting veterans to crucial services available across Virginia and in the seven cities to assist them with mental, physical, legal, housing and employment related issues.

A key part of the American Graduate effort addressed workforce development needs of the community’s youth, underemployed and unemployed. Working with accreditation organizations across the U.S., WHRO began work on the first five of what ultimately will be 24 online blended-learning and self-paced mini-courses focused on workplace readiness. Under the rubric of Workplace Ready, WHRO mapped a curriculum developed by the Weldon Cooper Center at UVA covering foundational, technical and professional skills employers identified as essential for entry to the workplace. The first five courses were funded in part by the Corporation for Public Broadcasting and the Hampton Roads Community Foundation and will be made available at no cost to employers, individuals, community and four-year colleges, K-12 schools and other social service and workforce agencies across the Commonwealth.

SkillsOnline

In FY15, WHRO launched a new service to help Virginians obtain the skills they need to increase their employability and advance in the workplace. In partnership with Virginia’s Community Colleges and other leading institutions, SkillsOnline is an online portal of over 4,000 courses offering entry level to highly advanced training in 19 industry sectors in high demand across the state. WHRO worked with a partner organization, Las Vegas PBS, and vendors to build an expansive catalog, priced affordably, so that employers and individuals could obtain maximum benefit.

WHRO Special Events

WHRO Strolling Supper

The Strolling Supper began six years ago as a joint venture between WHRO and the former Hampton Roads Magazine (now Coastal Virginia Magazine). It was a natural extension of WHRO’s promise to the community to engage, educate, entertain and enlighten. The idea was for attendees to sample some of the best dishes from the area’s leading restaurants all under one roof. Strolling Supper has become one of Hampton Roads’ premier foodie events. The best restaurants are selected by Coastal Virginia Magazine’s food editor Patrick Evans-Hylton and his panel of Platinum Plate critics.

The Strolling Supper event that took place on February 22, 2015 featured a VIP event where Laura McIntosh of Bringing It Home on WHRO Create joined Chef Scott Simpson of The Swan Terrace in a cooking demonstration.

Charter Member Tea

Honoring those members who have been with WHRO for over 35 years, the Charter Member tea was held on May 6, 2015. Fred Child of Performance Today visited with members, sharing special stories and answering questions. Our heartfelt thanks went out to more than 2,000 Charter Members who help make our programs possible with their gifts each year.

The Hunter B Andrew’s Society Dinner

Melissa Block, host of All Things Considered, visited WHRO on May 21, 2015, as the guest speaker at the Hunter B. Andrews Society Dinner. She shared her stories of 30 years in journalism and of reporting from around the world, as well as producing and hosting the award-winning All Things Considered, which airs every afternoon on 89.5 WHRV.

PBS President Paula Kerger visited WHRO in November 2015, along with Virginia Secretary of Education Anne Holton. During the day at WHRO, the group discussed relevant education issues such as finding ways to close the achievement gap, the effective integration of technology in classrooms, the need for public and private sectors to collaborate for the benefit of public education, and how to increase parent engagement.

Later that evening Paula Kerger was guest speaker at WHRO’s annual Producer’s Dinner held at Town Point Club in Norfolk, Virginia.

FINANCIALS

Financials

First of all, thanks to the thousands of families and local businesses that support WHRO and our myriad of activities. Without your loyal and generous support, we could not bring you the programs and services that you’ve come to both love and depend upon. For FY15, our individual contributions increased, both in number and dollar value, and many of our members elected to become sustainers. This is an important factor in budget planning for the year.

Revenue exceeded our expenses (including depreciation, a non-cash expense) by more than $2 million. WHRO management and staff continue to fulfill our mission as economically as possible, making the best use of the contributions we receive and fees we earn—66% of our expenses support program services, while our fundraising comprised 16% of our expenses and management and general expenses were only 10%.

Our board-designated endowment fund continues to show healthy growth, adding more than $2 million to our balance. This fund is designated to help WHRO in times of economic necessity rather than furnishing large amounts of earnings to fund our annual operations. This growth has been largely from our Capital Campaign contributors, with a portion also allocated from operations to go into the fund.

We can never thank our members enough for making it possible to bring cutting-edge educational services and exciting programs to Eastern Virginia!
